I'm a road cyclist and not using tubeless.
I once received the tip to buy Continental Grand Prix outer tires.
They have an extra protection in them that prevents from punctures.
I've been riding between 4000 and 6000 kilometers a year for the past four years and only had one punctured tire.
When you cycle throught glass the glass literally breaks because of the protection layer.
They are a bit expensive, but I think they have saved me from several punctures already!

You might have great roads near you. Here we get a lot of those small wires that come off truck tires; that's the nightmare for local road cyclists. For us mountain bikers the thorns.
I wouldn't go tubeless in your case. Totally not worth it if reinforced tires are doing the trick.
